Chief Executive David Brierley and Deputy Chief Executive Ian Payne

June 2012, Mr Cercel e-mails both Mr David Brierley (Chief Executive)
and Mr Ian Payne (Deputy Chief Executive) of the West Mercia Police
Force and complains about being a victim of discrimination as in his
case the procedures of The Victim’s Code were not followed.
